It is illegal to fly a foreign flag above the U.S.. flag. It is also insulting to fly any flag upside down. This is how illegals feel about America. The leaders were embarrassed by the reaction and now they are actively trying to stop the America bashing and get the illegals to fly American flags (right side up!). However it may be too late for their true feelings to be covered up with the new campaign since it seems to be mostly pretense.
